Provides experienced real estate expertise involved in acquisition, sale, and leasing of real property. Prepares and executes transactions of real property. BUDGETARY RESPONSIBILITIES Assist the Director of Engineering Services with recommendations and budget data for potential right of way and easement acquisitions for public improvements. Essential Job Duties: Obtains appraisals for real estate parcels under consideration for purchase by the City to determine fair market value. Presents before City officials, public hearings, and other proceedings to represent the interests of the City. Coordinates all departmental actions related to acquisition proceedings to ensure compliance with City, legal, and regulatory guidelines. Coordinates and processes license agreements for third-party users of city owned parcels or public right-of-way. Updates and maintains records of real estate projects and internal proceedings. Prepares reports for presentation to City officials, Council Members, and representatives of outside agencies. Coordinates and processes public easements for City projects. Prepares offers to purchase, leases, deeds, exchange agreements, releases, and related property transaction documents. Coordinates with Engineering Services to determine accuracy of property legal descriptions and boundaries; and coordinates with appraisers to determine property value. Utilizes appraisal reports, legal descriptions and engineering plans, ensuring accuracy and procedures are followed. Processes real estate service requests for vacating or abandonment of right-of-ways or easements. Negotiates right-of-ways, easements and/or land donations for municipal purposes. Other duties as assigned. Physical and Environmental Conditions: Incumbent works in an office, automobile, and in the field. Subject to traffic hazards, decrepit buildings, and inclement weather or extreme temperatures. Required Qualifications: Employee communicates with other employees in the work group and outside agencies and may respond to questions from council, constituents, vendors, businesses, and other governmental agencies or staff regarding real estate services. Coordinates with other departments and agencies on City related property transactions. Knowledge, Abilities and Skills Knowledge of real estate appraisal, acquisition, leasing, establishing easements and license agreements. Ability to complete multi-faceted work assignments including the coordination of staff and representatives of outside agencies. Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public. Exceptional customer services skills. Knowledge of the rules relating to eminent domain and property condemnation. Ability to communicate effectively both orally and in writing. Must have a Valid Texas class 'C' driver's license. A Texas real estate license is preferable. Preferable Minimum Education, Experience and Certification Bachelors degree in real estate, architecture/engineering or other business fields. Four years experience in general real estate transactions or related project, program or contract management including responsibility for contract/document preparation, title searching, real property appraisal, and other related real estate experience. Effective oral and written communications skills, MSWord/Excel or similar software skills, valid driver's license and good driving record are required. Obtaining a Real Estate Salesperson license in the State of Texas within probationary period is desired. Knowledge of municipal governmental operations, acquisitions and procedures is helpful. An eight-year combination of specified education and experience will qualify.
